Bijie City Housing Provident Fund Center Announces New Rental Withdrawals for Home Renovation
The Bijie City Housing Provident Fund Center has issued a public notice regarding the withdrawal of housing provident fund for the renovation of self-occupied housing. The policy, effective from September 20, 2026, implements the State Council's decision to amend the Housing Provident Fund Management Regulations (State Council Order No. 844) and aims to meet diverse housing consumption needs and support improved living conditions. For foreign founders operating companies in China, understanding these local housing fund rules can be relevant for employee benefits and personal housing arrangements.
Who Can Apply
Applications for renovation withdrawals are limited to the property owner and their spouse. If the property is jointly owned or owned by one spouse, either party may apply. However, for the same property, both spouses must apply together. If only one spouse applies, the other is deemed to have waived their renovation withdrawal eligibility for that property, and the property's renovation withdrawal eligibility is considered used and cannot be applied for again. If a couple owns multiple homes, they may choose up to two properties and apply for each separately, with each property's eligibility used independently.
In cases of divorce, if the property is awarded to one party by a court judgment, mediation, or a divorce agreement filed with the civil affairs department or notarized, the party to whom the property is awarded serves as the applicant. Ownership is determined by effective legal documents or the filed/notarized divorce agreement.
Applicants must apply after six months from the date of home purchase and within five years. If the application deadline falls between September 20, 2026, and December 31, 2026, the deadline is extended by six months from the original expiration date.
Withdrawal Amounts
The withdrawal amount for a single property is calculated at 1,200 yuan per square meter of gross floor area, with a maximum of 150,000 yuan. For applicants with no outstanding housing provident fund personal loans in Bijie City, the withdrawal amount cannot exceed the applicant's personal housing provident fund account balance. For those with outstanding loans, the withdrawal amount cannot exceed 60% of the account balance.
For married applicants, the withdrawal amount is determined based on the combined ownership share of both spouses in the property. For unmarried or divorced applicants, it is based on their individual ownership share. If there are co-owners who are not spouses, each co-owner's withdrawal amount is determined separately according to their share. Ownership shares are based on the property ownership certificate or the commodity housing sales contract; if not specified or unclear, equal shares are assumed.
Required Materials
Basic materials include: the applicant's valid identification; the applicant's personal bank Class I debit card; marital status documents (marriage certificate for married, divorce certificate or effective court judgment/mediation for divorced); and a signed application commitment letter.
Specific materials depend on the type of housing: for pre-sale commodity housing, provide the filed commodity housing sales contract or property ownership certificate; for completed commodity housing, second-hand housing, judicial auction housing, demolition resettlement housing, affordable housing, etc., provide the purchase contract or agreement, auction confirmation, demolition compensation resettlement contract or agreement, and the property ownership certificate. For divorce-related property division, provide documents proving ownership, such as effective court judgment/mediation or a filed/notarized divorce agreement. For renovation proof, provide renovation contract, renovation deposit receipt, renovation invoice, etc. The Center may require additional verification materials.
Renovation Types and Procedures
The renovation withdrawal covers two scenarios: 'ongoing renovation' and 'new renovation.' Ongoing renovation refers to renovation started after September 2025 and not completed by September 20, 2026. New renovation refers to renovation started on or after September 20, 2026.
Applicants must truthfully fill in information, submit materials, and sign a commitment letter. After fund disbursement, the Center may conduct reviews and random inspections. If it is found that no actual renovation occurred or that false materials or fictitious renovation were used to withdraw funds, the Center has the right to order full refund within a time limit and handle according to relevant regulations; serious cases will be transferred to relevant authorities.
Properties with area or use clearly not suitable for living, multiple transactions of the same property within one year, frequent changes in marital status, or co-ownership by non-spouses or non-direct relatives will be subject to stricter review. For suspicious applications, the Center may conduct interviews, request supplementary evidence, send inquiry letters, visit property management and construction companies, or conduct on-site verification of renovation status. Applicants must cooperate; failure to cooperate without justified reason may result in suspension of subsequent withdrawal applications.
For questions, call the 12329 housing provident fund service hotline or the local management department phone numbers. Policy details are subject to current regulations; matters not covered in this notice follow the implementation rules and the 'Bijie City Housing Provident Fund Withdrawal Management Interim Measures.'
Note: As renovation withdrawal is a newly introduced policy, there may be a surge in applications. To ensure smooth processing, the Bijie City Housing Provident Fund Center will implement appointment-based queuing according to business volume.
